# Mobile sites, watched even when they are down.

A mobile site fails for ordinary reasons: a mains cut, a tired battery, a hot shelter, a storm or a break-in. Sensors for power, climate, tower movement, access and weather, with an out-of-band link, report to one record the network operations centre uses to fix sites before customers notice.

**Industry**: Telecom
**Measurements**: 5
**Sources cited**: 4

1. Telecom · Mobile network sites Sites fail for ordinary reasons Most mobile site outages start with something ordinary: a mains cut on a stormy night, a battery older than anyone thought, a shelter cooking in the sun, a stolen cable. Knowing every site's power, climate and access, even when the site cannot report through its own network, lets operators act before customers notice.
2. What is measured Power, climate, tower and access Sensors on the site's DC plant read mains, rectifiers and battery state. Climate sensors read shelters and cabinets, tilt and movement sensors watch the tower top and antennas, contacts and a camera watch doors and gates, and a small weather station records the storm. InstrumentsPower plant sensors · Shelter climate · Tower tilt · Door contacts · Camera · Site weather
3. The base node Hold-up time, predicted The site node predicts how long the batteries will hold the site after a mains cut, from load and state of charge. It flags shelters heading toward their limits, detects tower movement in storms and sends intrusion alarms with images, signing every value.
4. Radio and links A second path out Most sites reach the core over microwave or fibre, and monitoring rides that path while the site is up. An out-of-band modem on another operator's network reports when the site's own transmission is down, and remote sites without a second network use satellite. LinksMicrowave · Public cellular · Satellite
5. How it works From a mains cut to a generator A storm cuts mains to a hilltop site. The node reads the batteries taking the load and predicts hold-up time, then sends the alarm over the out-of-band modem when the site's transmission fails. The operations centre sends a generator to the sites with the shortest time first.
6. From order to operation · Order Scope the estate and the outages The scope reads the site estate, its power and cooling designs, outage history, theft hot spots and the resilience duties the operator holds. Nexus Observatory Inc. returns a site kit by site type, the out-of-band design, the integration with the operations centre and a price per site and per year. [Plan a deployment](https://observatory.global/contact/deployment/)
7. From order to operation · Survey Survey site types, not every site Crews survey representative sites of each type with the operator's field team: power plant, shelter or cabinets, tower, access and coverage of a second network for the out-of-band path. The kit is designed per type so rollout across the estate is fast.
8. From order to operation · Permits Site owners and climbing Work on towers follows the owner's climbing and safety rules and site access permits. Landlords are told of new equipment where leases require it. Cameras follow privacy rules for any public view, and every approval is kept with the site record.
9. From order to operation · Build Build per site type Gateways, nodes, sensors, cameras and out-of-band modems are kitted per site type, tested together and enrolled with their identities. Each kit is configured with the site's power plant and alarm thresholds and labelled with the site code before it ships. [Open the Station Builder](https://observatory.global/studio/builder/)
10. From order to operation · Install Install in a planned visit Crews install during a planned visit: power sensors on the DC plant, climate sensors in shelters and cabinets, tilt and movement sensors at the tower top, door and gate contacts and a camera. The out-of-band modem is fitted, and every point is photographed.
11. From order to operation · Commission Test a mains cut Each node proves its identity. Power readings are compared with the rectifier, climate with a reference and tilt with the antenna survey. A controlled mains cut tests the battery prediction, and the out-of-band path is tested with the site's transmission disconnected.
12. From order to operation · Operate Fix before customers notice The operations centre sees every site's power, battery hold-up time, climate and access. Generators are sent to sites with the shortest hold-up first, overheating shelters are serviced before they trip, storms show which antennas moved, and every outage is kept on record.
13. From order to operation · Maintain Maintain with the site visit Monitoring kits are checked during routine site maintenance: sensors verified, batteries of the monitoring unit tested and software updated in rings across the fleet. Every change is recorded with the site, so outage evidence stays complete for resilience reporting. Spares travel with the crews. [Book field services](https://observatory.global/contact/field-service/)
14. Data products For operations, field and security teams Network operations centres receive battery hold-up times; field teams receive climate alerts; tower engineers receive movement after storms; security teams receive intrusion alarms with images; operators and regulators receive outage and resilience records. Each product carries the site code and time. [See the data products](https://observatory.global/data-products/)
15. Evidence Resilience you can report Every reading, alarm and outage is signed and kept. Equipment environments follow the European telecom environmental classes, towers are assessed to the antenna structure standard, and outage records support the security and resilience duties of telecom and cybersecurity rules. Records are open to the regulator. Drawn againstETSI EN 300 019 · ANSI/TIA-222 · Directive (EU) 2018/1972 · Directive (EU) 2022/2555
16. What you get Managed Site One accountable operator for a site end to end: power, connectivity, instruments, compute, maintenance and evidence. **01** The place and its hazards

## Where it runs, and what can go wrong.

Operating contextMobile operators and tower companies run thousands of sites, many remote, on mains with batteries, generators or solar. Outages come from power, cooling, weather, vandalism and theft. Equipment must work within its environmental class, towers are designed and assessed to structural standards, and operators must manage the security and resilience of their networks under telecom rules.

Hazards

- Mains failures that drain batteries before anyone arrives
- Shelters overheating in summer
- Storm and ice loads on towers and antennas
- Theft of batteries, cables and fuel
- Sites that cannot report because they are down

**02** What must be measured

## What, where, how often, and under which rules.

Each measurement names where it is taken, how often, and the public standard or regulation behind it. Numbers in the sources column open the cited source below.

| Measurement | Where | Cadence | Sources |
| --- | --- | --- | --- |
| Mains, rectifier and battery state | The site's power system | Continuous | 1 |
| Shelter and cabinet temperature and humidity | Inside shelters and outdoor cabinets | Continuous | 2 |
| Tower movement and antenna tilt | Tower top and antenna mounts | Continuous, events in storms | 3 |
| Access and intrusion | Gates, shelter doors and cabinets | On event | 1 |
| Site weather | A small station on the tower or compound | Continuous | 4 |

**03** The observation stack

## From one base unit to a network.

The same blocks at every scale: instruments and a base node, a site with its radio, a fleet run as one, and a network federated on the open protocol.

1. **01** Base unit A site point: power, climate, movement and access sensors on an industrial gateway with a small edge node. [Build a station →](https://observatory.global/studio/builder/)
2. **02** Site A mobile site: the node, a camera and an out-of-band cellular modem on a different network from the site's own. [Plan a site →](https://observatory.global/contact/deployment/)

Radio and links

### Point-to-point microwave

Most sites reach the core over microwave or fibre; site monitoring rides it while the site is up.

Radio and links

### Public cellular

An out-of-band modem on another network reports when the site's own transmission is down.

Radio and links

### Satellite

Remote sites with no second network report alarms by satellite.

Edge computeThe site node predicts battery hold-up time from load and state of charge after a mains cut, flags shelters heading toward their temperature limits, detects tower movement events in storms and sends intrusion alarms with images.

PowerMonitoring runs from the site's DC plant with its own small battery, so it reports after the site's batteries are exhausted.

**07** Questions buyers ask

## Before you scope it.

Will it report when the site is down?

Yes. The out-of-band modem uses another network and the monitor has its own battery.

Does it work on tower company sites?

Yes, with the owner's agreement; data can be shared between owner and tenant.

Can it prioritise generators?

Battery hold-up time per site shows which sites to reach first.

Does it help with theft?

Door, gate and cabinet alarms with images reach security at once.
