Reference design, drawn to scale · drag to turn

1. Government · Use cases National observing infrastructure, delivered as one programme Programmes that build a country's observing capability: national station networks, connectivity for remote sites, data platforms every ministry can read, and the qualification and training that keep it running long after commissioning. Needs: gaps in national network coverage, data exchange across agencies, station uptime and data completeness, skills to operate and maintain and evidence for funders and auditors.
2. Use case GBON gap-filler station A WMO-grade surface station, optional upper-air ground station and a WIS 2.0 node, built to report reliably where the global basic observing network has gaps. For national meteorological and hydrological services, through their implementing entities. Data products: hourly and sub-hourly BUFR observations to WIS 2.0, national open data and verification feeds and reporting-uptime evidence. StandardsWMO-No. 8 (CIMO Guide) · WMO-No. 1160 (Manual on WIGOS, GBON) · WMO WIS 2.0 · WMO-No. 306 (BUFR)
3. Use case Northern civil observatory Weather, geodetic and space-weather instruments with communications and power at a remote northern site, built for civil use that infrastructure programmes may share. For natural-resource and environment departments, northern communities. Data products: weather and space-weather observations and search-and-rescue support data. StandardsWMO-No. 8 · IGS RINEX · INTERMAGNET
4. Use case Citizen seismology node A compact seismograph on a network connection, registered in an open seismic data network. For schools, hobbyists, agencies. Data products: FDSN-compatible waveform streams. Drawn against FDSN station metadata and data formats. Changes are versioned, tested and reversible. Service levels are written as numbers you can measure. StandardsFDSN station metadata and data formats
5. Use case Low-cost stream gauge network Radar or pressure level sensors with low-power radio and solar power, as a cheaper tier beside a national gauge network. For provinces and states, watershed boards. Data products: stage and flow time series and flood-warning inputs, labelled supplementary. Drawn against WMO hydrological observing practices and National gauge standards. StandardsWMO hydrological observing practices · National gauge standards
6. Use case Research-infrastructure gap node A standardised observation package with a FAIR data pipeline, built to extend a research infrastructure's coverage. For research infrastructures and universities. Data products: FAIR datasets delivered to research-infrastructure portals. Drawn against ICOS and eLTER quality levels, netCDF/CF and OGC SensorThings API. StandardsICOS and eLTER quality levels · netCDF/CF · OGC SensorThings API
7. Use case State or provincial mesonet site A full weather station on a solar-powered tower with soil sensors, one of a dense network run by a university. For universities, provinces and states. Data products: hyperlocal observations for forecasters and emergency managers. Drawn against National mesonet programme standards and WMO-No. StandardsNational mesonet programme standards · WMO-No. 8
8. Use case Street flood observatory Ultrasonic depth sensors on poles report street-level water depth as open data and alerts. For cities, emergency management agencies and universities. Data products: street-level water depth time series and open data feed and alerts to emergency management and 311. Drawn against OGC SensorThings API 1.1 and Municipal open-data terms. StandardsOGC SensorThings API 1.1 · Municipal open-data terms
9. Trust Every node proves what it is A node joins only after its hardware root of trust answers an attestation challenge. Keys stay in secure hardware, software arrives signed, and every reading carries a signature, so its origin can be checked by anyone downstream without asking us.
10. Time and place Every reading carries when and where Readings are stamped against a disciplined clock, from satellite time or a PTP grandmaster, together with the station position and its siting record. When time or position is degraded, the record says so instead of hiding it, and every analyst downstream sees the same warning.
11. How it scales One base unit, repeated A programme starts with one base node and the instruments it reads. A station adds power and radio, a site adds a relay, a fleet repeats the proven site across many places, and a network federates fleets through edge and core. Capacity grows by adding units, never by replacing what works.
12. What you get National observing network programmes Build-operate-transfer of national observing infrastructure as digital public infrastructure, with transfer of skills and records. Delivered as build-operate-transfer and professional services, for governments, development lenders financing them. Scale: National. Service levels are written as numbers you can measure on your own dashboard. [Talk to sales](https://observatory.global/contact/sales-enquiry/)
13. Next step Plan a government deployment Tell us the sites, the measurements and the people who will use them. We reply with a design and a scope for government. An engineer replies with a survey proposal and a scope, and the plan grows from one site to the network you need, at your pace. ## Government and public safety: deployment scenarios.

Emergency management, wildfire, flood and early-warning delivery. The demand signal is data gaps and sustained operation, not hardware.

**05** Across the industry

## Across the classification.

Use cases mapped to the UN ISIC Rev. 4 sections this site covers.

- National observing networks as digital public infrastructure
- Northern and coastal infrastructure awareness (civil, lawful)
- Incident-base connectivity and sensing

**06** Proof

## What buyers ask to see.

- Reporting uptime, data-format conformance, independently evaluated false-alarm rates, time to repair, references from a meteorological service or an emergency agency, bilingual alerting where required.
- Calibration traceability, data-format conformance (netCDF/CF, FDSN, OGC SensorThings, WIS2), datasets with persistent identifiers, uptime in harsh environments, cost per data-year.
- Reporting uptime, format conformance, references from public agencies; decisions stay with the authority

The line we hold

Warnings, alerts and official acts stay with the competent authority. We supply the observing systems, the data and the evidence behind them.
