**Technician training and qualification**

# Technicians trained on the real thing.

Observing networks fail without people who can install, calibrate and repair them. Training labs with real stations, calibration benches and network equipment let technicians practise every task, from siting to a failed modem, and qualify against recognised competence standards before they work on live networks.

[Station Builder](https://observatory.global/studio/builder/)

**Industry**: Education
**Measurements**: 4
**Sources cited**: 4

1. Education · Technician training and qualification Networks need people Observing networks decay when trained staff leave or never learn to calibrate and repair. Services train against international competence standards, but many technicians have never handled a real fault before they meet one on a mountain. A lab with real equipment changes that.
2. What is measured Real stations, real faults Training stations on the roof or yard carry the same reference sensors, hubs, nodes and backhaul used in the field, a calibration bench works against traceable references, and every exercise records what trainees did and what happened. Each reading carries its time and its quality flags. EquipmentTraining stations · Calibration bench · Network rack
3. The base node Faults on demand The lab node runs the training stations, injects faults for exercises, from a drifting sensor to a dead modem, records every trainee action and outcome, and keeps calibration records with their traceability for accreditation. Nothing is lost when a link drops; the node keeps it.
4. Radio and links Lab, network and field The lab connects to the institution's network over fibre and receives live test data from the field network. Training stations also carry the cellular modems trainees will meet in the field, so they practise with the real links. Each link is chosen for the place, not from a catalogue. LinksFibre · Public cellular
5. How it works From an injected fault to a qualified technician A trainee finds a station reporting impossible humidity. She checks power, cables and the sensor, swaps it, calibrates the replacement on the bench and returns the station to service. The assessment records each step against the standard, and she qualifies.
6. From order to operation · Order Scope the skills The scope reads the service's network, staff, skills gaps and qualification needs. Nexus Observatory Inc. returns the lab design, course plan, assessments, calibration capability and a price for building and for each year. Every assumption in the scope is written down and priced. [Plan a deployment](https://observatory.global/contact/deployment/)
7. From order to operation · Survey Survey the lab space Crews survey the rooms, roof or yard, power and network with the training team: where stations go, the calibration bench, the classroom and safety for working at height. Findings are recorded with drawings. Every finding is kept with the site record for the crews who follow.
8. From order to operation · Permits Approvals and accreditation The institution approves the lab, roof work follows building rules, and the calibration bench and certification scheme start their accreditation routes. Every approval is kept with the lab record. Approvals are tracked site by site, so nothing waits unseen. No crew goes to site before its approvals are in place.
9. From order to operation · Build Build the lab kit Training stations, the calibration bench and the network rack are built from the same classes of equipment used in the field, nodes enrolled with their identities, and fault scenarios prepared and tested. Test results travel with the kit to the site. [Open the Station Builder](https://observatory.global/studio/builder/)
10. From order to operation · Install Install the lab Crews install training stations on the roof or yard, the calibration bench and the rack, and connect everything. Trainers learn each part during installation. The site record is updated before the crew leaves. Crews follow the site safety plan throughout the work.
11. From order to operation · Commission Commission with a pilot course Each node proves its identity. Calibrations are run against reference standards, a pilot course runs every exercise, and assessments are checked against the competence standards. Results are signed and kept with the site record. Acceptance is recorded with the owner before handover.
12. From order to operation · Operate Train and qualify Trainees practise siting, installation, calibration and repair on real equipment with injected faults, and are assessed against the competence standards. Qualified technicians go to the field with their records. Reports for owners and funders come from the same record. Every alert and action is kept on the record.
13. From order to operation · Maintain Refresh courses and equipment Courses are updated as networks change, new fault scenarios are added from field experience, references are recalibrated on the agreed plan and software updated in rings. Every course and assessment is kept. Spares and procedures travel with the crews. Maintenance history stays with each site for its whole life. [Book field services](https://observatory.global/contact/field-service/)
14. Data products For operators, managers and trainees Network operators and services receive qualified technicians; network managers receive calibration certificates; trainees and employers receive assessment records; trainers receive course and fault libraries, each kept with the lab record. Each product carries its site, time and quality flags. Every product can be traced back to its readings. [See the data products](https://observatory.global/data-products/)
15. Evidence Recognised competence Training follows the WMO education and training standards, assessments follow the certification of persons standard, the calibration bench follows the laboratory competence standard and stations follow the WMO instrument guide. Every course, assessment and calibration is kept. Records are open to the people who must check them. Drawn againstWMO-No. 1083 · ISO/IEC 17024 · ISO/IEC 17025 · WMO-No. 8
16. What you get Operator and technician training on delivered systems Hands-on courses for customer staff on the systems they run; no public credentials are issued by the group. Delivered as professional services, for customers operating delivered systems. Scale: Per programme. Service levels are written as numbers you can measure on your own dashboard. We reply with a survey proposal, a design and a scope for technician training and qualification. An engineer replies with a survey proposal and a scope, and the plan grows from one site to the network you need, at your pace. **01** The place and its hazards

## Where it runs, and what can go wrong.

Operating contextMeteorological and hydrological services train staff against the WMO competency and training standards, calibration laboratories work to the international laboratory competence standard, and certification of persons follows its own conformity standard. Training labs must reproduce real equipment and real faults.

Hazards

- Networks that decay when trained staff leave
- Calibration done without traceability
- Technicians who have never seen a real fault
- Training that is not recognised elsewhere
- Labs with equipment unlike the field

**02** What must be measured

## What, where, how often, and under which rules.

Each measurement names where it is taken, how often, and the public standard or regulation behind it. Numbers in the sources column open the cited source below.

| Measurement | Where | Cadence | Sources |
| --- | --- | --- | --- |
| Trainee competence | Practical assessments on lab stations | Each course | 12 |
| Calibration results | The lab's calibration bench | Each calibration | 3 |
| Lab station data | Training stations on the roof or yard | Continuous | 4 |
| Fault scenarios and outcomes | Every injected fault and its resolution | Each exercise | 1 |

**03** The observation stack

## From one base unit to a network.

The smallest deployable unit is one node; the same unit is replicated to meet the demand. Nodes form a site, sites may form a cluster, sites and clusters are coordinated as a fleet, and fleets exchange across independently administered trust domains. Each plane is a separate channel with its own open binding.

**Data in the field**: MQTT 5 with Sparkplug B; connectors for LoRaWAN, OPC UA and instrument buses.
**Telemetry**: OpenTelemetry OTLP.
**Control**: TLS 1.3 with mutual authentication; protobuf messages over gRPC or HTTP/2.
**Data upstream**: At-least-once publication with repeat-safe keys over the control channel or NATS JetStream; QUIC MAY be used on lossy links.
**Evidence**: DSSE-signed in-toto statements; SLSA provenance; SCITT transparency receipts.
**Events**: Event envelopes mapped to CloudEvents 1.0; channels described in AsyncAPI 3.
**Exchange**: OpenAPI 3.1; the OGC API family; SensorThings; STAC; WIS 2.0.
