**Safe schools**

# Schools that see hazards coming.

Schools sit on floodplains, in earthquake zones and under summer heat, and they shelter communities after disasters. Sensing at the school, linked to national warnings and the school's own drills, gives staff minutes to act, shows where buildings need checking and keeps schools open safely.

**Industry**: Education
**Measurements**: 4

1. Education · Safe schools Places that must stay safe Schools sit on floodplains, in earthquake zones and under summer heat, and after disasters they often shelter the whole community. The school safety framework asks for safe buildings, school disaster management and drills, and minutes of warning at the school itself can protect hundreds of children.
2. What is measured Shaking, water and heat A strong-motion sensor fixed to the building records shaking. A gauge on the nearest stream or drain measures rising water, and sensors in classrooms and yards measure heat, so each school sees its own hazards rather than a regional average. InstrumentsStrong-motion sensor · Flood gauge · Heat sensors
3. The base node Alerts the school can use The node detects strong shaking and reports where building checks are needed, raises flood and heat alerts against thresholds agreed with the district, relays national warnings to school displays and records every drill and response. Nothing is lost when a link drops; the node keeps it.
4. Radio and links Independent of the school network Alerts and data travel over cellular, independent of the school network, so they work when it fails. A gauge on a stream away from the school reaches it over a low-power link. Each link is chosen for the place, not from a catalogue. LinksPublic cellular · LoRaWAN
5. How it works From a rising drain to a safe dismissal Heavy rain falls during the school day. The drain gauge beside the school climbs past its threshold; staff receive the alert and follow their plan, holding students on the upper floor and dismissing them by the safe route once the water falls.
6. From order to operation · Order Scope with the district The scope reads the district's schools, hazards, school safety plans and warning arrangements. Nexus Observatory Inc. returns the school kit, alert design, drills support and a price per school and per year. Every assumption in the scope is written down and priced. [Plan a deployment](https://observatory.global/contact/deployment/)
7. From order to operation · Survey Survey each school Crews visit each school with its safety lead: building type, nearest stream or drain, hot rooms and yards, assembly points and alert displays. Findings are recorded with photographs. Every finding is kept with the site record for the crews who follow.
8. From order to operation · Permits School and authority approval The school, district and disaster authority approve the kit and alert rules, and families are told what alerts mean. Every approval is kept with the school record. Approvals are tracked site by site, so nothing waits unseen. No crew goes to site before its approvals are in place.
9. From order to operation · Build Build and test Kits are assembled, calibrated, nodes enrolled with their identities and configured with thresholds and warning links. Each kit runs before it ships. Test results travel with the kit to the site. Nothing ships until the whole kit has passed its tests together. [Open the Station Builder](https://observatory.global/studio/builder/)
10. From order to operation · Install Install and mark Crews fix the shaking sensor to the building structure, install the flood gauge and heat sensors, mount alert displays and connect backhaul. Every part is photographed and recorded. The site record is updated before the crew leaves. Crews follow the site safety plan throughout the work.
11. From order to operation · Commission Commission with a drill Each node proves its identity. Sensors are checked against references, alerts are tested to displays and phones, and the school runs a drill with the system. Response times are recorded. Results are signed and kept with the site record. Acceptance is recorded with the owner before handover.
12. From order to operation · Operate Protect and recover Staff receive alerts and act on their plans; after shaking, the district sees which schools need building checks; in heat, outdoor activities change; and every event and drill is recorded. Reports for owners and funders come from the same record.
13. From order to operation · Maintain Drill every term Drills are repeated each term, sensors checked and recalibrated on the agreed plan, thresholds reviewed after events, and software updated in rings. Every change is kept with the school record. Spares and procedures travel with the crews. Maintenance history stays with each site for its whole life. [Book field services](https://observatory.global/contact/field-service/)
14. Data products For staff, districts and authorities School staff receive hazard alerts; district facility teams receive building check lists after shaking; teachers and coaches receive heat guidance; education and disaster authorities receive drill and event records, each tied to school and time. Each product carries its site, time and quality flags. [See the data products](https://observatory.global/data-products/)
15. Evidence Safe schools, on record The kit supports the comprehensive school safety framework and the safe schools call of the global disaster risk framework, flood levels follow hydrological practice and heat the WMO guide. Every alert, drill and event is kept with the school record. Drawn againstComprehensive School Safety Framework 2022-2030 · Sendai Framework · WMO-No. 168 · WMO-No. 8
16. What you get Sensing as a Service Observation networks designed, installed, operated and maintained for a monthly fee: weather, hydromet, air, seismic and environmental stations, with data delivered under a licence. Delivered as managed service and data licence, for agencies, utilities, municipalities, insurers, agribusiness. Scale: Global, multi-site, per-site pricing. **01** The place and its hazards

## Where it runs, and what can go wrong.

Operating contextThe comprehensive school safety framework sets out safe facilities, school disaster management and risk reduction education, and the global disaster risk framework calls for safe schools. Flood levels are gauged to hydrological practice and heat is measured to the WMO guide.

Hazards

- Floods that reach schools with students inside
- Earthquakes that damage buildings unseen
- Heat that makes classrooms unsafe
- Warnings that never reach the school
- Schools used as shelters without checks

**02** What must be measured

## What, where, how often, and under which rules.

Each measurement names where it is taken, how often, and the public standard or regulation behind it. Numbers in the sources column open the cited source below.

| Measurement | Where | Cadence | Sources |
| --- | --- | --- | --- |
| Ground shaking | A strong-motion sensor in the school building | Continuous, events on shaking | 1 |
| Flood level near the school | A gauge on the nearest stream or drain | Every few minutes | 21 |
| Heat in classrooms and yards | Sensors indoors and outdoors | Every few minutes | 31 |
| Drills and responses | Each drill and real event | Each event | 14 |

The smallest deployable unit is one node; the same unit is replicated to meet the demand. Nodes form a site, sites may form a cluster, sites and clusters are coordinated as a fleet, and fleets exchange across independently administered trust domains. Each plane is a separate channel with its own open binding.

**Data in the field**: MQTT 5 with Sparkplug B; connectors for LoRaWAN, OPC UA and instrument buses.
**Telemetry**: OpenTelemetry OTLP.
**Control**: TLS 1.3 with mutual authentication; protobuf messages over gRPC or HTTP/2.
**Data upstream**: At-least-once publication with repeat-safe keys over the control channel or NATS JetStream; QUIC MAY be used on lossy links.

## Before you scope it.

Does it replace national warnings?

No. It relays them and adds what happens at the school.

Can it tell if a building is damaged?

It shows strong shaking; engineers inspect.

What about heat?

It measures heat indoors and out and advises.

Who acts on alerts?

Staff, following the school's own plan.
